Yes, it has boosts for seasonal characters, but there are loads of cosmetics in there as well. It strikes me as nonsensical that XP you earn on Eternal characters cannot even progress a paid battle pass. That’s not even true, as with these bolstered seasons there is now actual story content each time, and the battle pass is an entirely new concept for the game.
I would push back against the idea that because this is “always how things have been” that it’s a reason to continue exactly as things were.
